The amendment to the state constitution would be effective immediately. That being said you can not just go out an buy pot at a store.

There is a whole regulatory structure that the state legislature would have to put in place and they are tasked with doing so by July 2013 (there are provisions in place if they do not do this). This does not take into account any federal lawsuits that are likely to come from the justice department.

It is more of a first step to legalization.

I have read the amendment front and back many times so if you have any other questions I would be happy to try to answer them. I just did a two hour radio show a couple weeks ago talking about this.

Edit: Just FYI - It's Amendment 64 not Proposition 64.

Hard to say really but assuming everything you mentioned happens you should expect that opportunity in August 2013. Probably earlier if dispensaries are allowed to apply to for a change in retail status before August.

Keep in mind there are a ton of "unknowns" written into the amendment.

It won't be gas stations, still dispensaries, but you will only have to show a drivers license instead of medical marijuana license.

So no he won't need the card here pretty soon, I'd keep renewing if I was him though, just in case

How could they possibly regulate thc percentages? There will be a massive amount of stores and strains, from private and public growers. Impossible to do that. Hemp is a different plant all together.
