There is a whole regulatory structure that the state legislature would have to put in place and they are tasked with doing so by July 2013 (there are provisions in place if they do not do this). This does not take into account any federal lawsuits that are likely to come from the justice department.
It is more of a first step to legalization.
I have read the amendment front and back many times so if you have any other questions I would be happy to try to answer them. I just did a two hour radio show a couple weeks ago talking about this.
Edit: Just FYI - It's Amendment 64 not Proposition 64.

Keep in mind there are a ton of "unknowns" written into the amendment.

So now I'm trying to figure out - will the goverment issued johnny be 7% - and you will still have to get the medical if you want 10-20%.
