To answer your question- yes. But in order to score in a re-release, you need to be VERY on top of things. Not only do you need to act immediately upon seeing a tweet, but you face the luck of the draw on the TM website. Don't stop trying because you know somebody will screw the form up and lose the ticket in the 5 or 6 minute time limit. Those tickets get put back into the system.
As for interpreting the last re-release's tweet- I am sure there is some sort of threshold for a re-release. They can't just do one when there are 100 extra tickets laying around. I am sure it is at least 500+. That being said, if they reach or exceed this threshold, and plan to have one, I doubt they release ALL of the extra tickets.

One or two more maybe. One the day of at the box officeMSG doesn't do tix at the box office day of, only chance you have there is if you sit in the cancellation line all day long, the re-release is strictly off of ticketmaster only, and there will be one the day of the show for sure
